Lynchburg City Schools (LCS) has received an unsolicited proposal under the Public-Private Education Facilities and Infrastructure Act of 2002 (hereafter referred to as “PPEA”). The proposal involves publicly-funded mechanical and electrical renovations to Dunbar Middle School. The project will involve major mechanical systems and electrical retrofits in an effort to fully convert the central steam system to a more energy efficient heating hot water system.
LCS has reviewed and accepted the proposal as a qualifying project. Upon evaluation, LCS may negotiate a comprehensive agreement with the offeror based on the proposal. LCS will accept for simultaneous consideration any competing proposals that comply with the procedures adopted by LCS and the PPEA. The deadline for submitting competing proposals to Stephanie Suter, Procurement Manager, 900 Church Street, Third Floor Budget and Procurement Office, Lynchburg, Virginia, is 4:00 p.m. EST on Wednesday, May 17, 2023.
LCS’s procedures regarding PPEA requests, guidelines for proposal submission, and the public portion of the submitted proposal are available below and on the City’s website: www.lynchburgva.gov/current-solicitations. Proposals will be evaluated on the proposer’s qualifications and experience, project characteristics, project financing, and project benefit and compatibility as detailed in the procedures.
